Die Bundesregierung setzt ihren Fahrplan zum quantitativen und qualitativen Ausbau der Kinderbetreuung konsequent um. Mitte Oktober startete das Bundesministerium für Familie, Senioren, Frauen und Jugend das Aktionsprogramm "Kindertagespflege". Damit verbunden sind drei Ziele: Mehr Personal in die Tagespflege zu bringen, die Qualität der Betreuung deutlich zu steigern und das Berufsbild insgesamt aufzuwerten. Für diese erste Säule des Aktionsprogramms stehen 20 Millionen Euro aus dem Europäischen Sozialfonds (ESF) bereit. Die zweite Säule des Aktionsprogramms zur bundesweiten Qualifizierung der Kindertagespflege startet zu Beginn des kommenden Jahres.
"Immer mehr Eltern schätzen die flexiblen und passgenauen Angebote der Tagesbetreuung", sagt Bundesfamilienministerin Ursula von der Leyen. "Entscheidend aus Sicht der Mütter und Väter ist die Qualität der Betreuung. Frühkindliche Bildung beginnt nicht erst in der Schule, schon die Kita legt die Grundlage für Bildungschancen im späteren Leben. Genau hier setzen wir an: Das Aktionsprogramm Kindertagespflege des Bundes begleitet die Ausbauanstrengungen in den Ländern und Kommunen. Es hebt nicht nur die Qualität der Betreuung, sondern ist auch ein wichtiger Schritt, um die Rahmenbedingungen für die Arbeit der Tagesmütter und Tagesväter zu verbessern", so Ursula von der Leyen.
Mit dem Aktionsprogramm sollen bundesweit 200 Modellstandorte gefördert werden, die gute Ideen in die Praxis umsetzen wollen, wie geeignete Tagespflegepersonen gewonnen und qualifiziert werden können. Oft gilt es darüber hinaus eine Infrastruktur aufzubauen, die einen fachlichen Austausch oder gezielte Weiterbildungsangebote gewährleistet.
Durch den Ausbau der Kinderbetreuung werden bis 2013 rund 30.000 zusätzliche Tagesmütter - und auch -väter - benötigt. Neue Zielgruppen sind in erster Linie Berufseinsteigerinnen mit pädagogischer Ausbildung, arbeitsuchende Erzieherinnen bzw. Kinderpflegerinnen und andere pädagogische Fachkräfte sowie Berufsrückkehrer/-innen mit anderweitiger Ausbildung.
