Zum Schuljahr 2009/2010 wird eine neue Regelung des Bundes für Schüler eingeführt: Jeder Schüler, der das 25. Lebensjahr noch nicht beendet hat, bekommt danach zusätzlich 100 EUR für das neue Schuljahr überwiesen.
Dieser Zuschuss ist jedoch nicht für alle gedacht. Die neue Leistung wird vom Beginn der Jahrgangsstufe 1 bis zum Abschluss der Jahrgangsstufe 10 gezahlt. Voraussetzung ist das Vorliegen der Hilfebedürftigkeit nach dem Sozialgesetzbuch (SGB) II oder SGB XII. Dazu ist sie zweckgebunden und ist zur Beschaffung von Schulbedarf wie z.B. Bücher und Schreibmaterial veranschlagt.
Darüber hinaus hat sich die Landeshauptstadt in diesem Jahr bereits zum dritten Mal dazu entschlossen, an jedes einzuschulende Kind einen einmaligen Zuschuss von 25,00 Euro als freiwillige Leistung zu zahlen. Die Eltern müssen diese Leistungen bei der Stadt beantragen und wie beim Bundes-Geld einen Bedürftigennachweis nach Sozialgesetzbuch II, XII oder nach dem Asylbewerberleistungsgesetzes nachweisen.
Damit werden Leistungen nur denen zugänglich gemacht, von denen eine Bedürftigkeit erwartet wird. Eltern, die keine Leistungen vom Staat beziehen, haben bei beiden Zusatzzahlungen keine Chance auf Förderung.
