Eine erstmals im August 2005 veröffentlichte Analyse der Potsdamer Kindergartenplätze (3-5 Jährige) hat gezeigt, dass es einen erheblichen Kindergartenplatzmangel in Potsdam gibt.

In der Studie, die durch die FDP iniziiert wurde, lebten im Jahr 2005 im Sozialraum 2 (Potsdam Nord) 47% mehr Kinder als Plätze zur Verfügung standen. In den Sozialräumen 1, 3 und 4 (Nördliche Vororte, Potsdam West, Nördliche Vorstädte, Innenstadt, Babelsberg und Zentrum Ost) lebten zwischen 5% und 13% mehr Kinder dieser Altersgruppe als Kindergartenplätze zur Verfügung standen. Lediglich in den Sozialräumen 5 und 6 standen ausreichend viele Kindergartenplätze zur Verfügung.

Die Studie konnte in diesem Jahr nicht aktualisiert werden, da die Stadt der FDP plötzlich die Zahlen nicht mehr differenziert nach Altersgruppen zur Verfügung stellt, offensichtlich um zu vertuschen, dass es hier ein Problem gibt. Das Kita Angebot immer nur Potsdam-weit und undifferenziert nach Altersgruppen zu betrachten geht an der Realität vorbei. Die Eltern wollen ihre Kinder nicht quer durch die Stadt zum Kindergarten fahren, sondern wünschen sich Angebote in der Nähe des Wohnorts.

Seit Jahren ist die Stadt der Stadtverordnetenversammlung eine Kita-Bedarfsplanung schuldig.

Marcel Yon, Vorsitzender der FDP Potsdam, kritisierte das Vorgehen der Stadt: „Es kann nicht sein, dass die Stadt nur deswegen auf die Problematik aufmerksam wird, weil die Wartelisten der Kindergärten dreistellig werden. Kinder werden nicht über Nacht geboren und wollen am nächsten Tag in den Kindergarten - es muss möglich sein, den Kita Bedarf zu prognostizieren.“

Die FDP Potsdam fordert den Oberbürgermeister auf, unverzüglich Maßnahmen einzuleiten, die das Gründen von Kindertagesstätten entbürokratisiert. Dazu gehört insbesondere auch eine grundlegende Reform der Kita Finanzierungsrichtlinie. Ferner wird die Stadt aufgefordert, Elterninitiativen und andere freie Träger, die geeignete Standorte für neue Kindergärten suchen, stärker zu unterstützen. „Nur wenn wir die Möglichkeit schaffen, dass sich das Kita Angebot schnell und unkompliziert an die Nachfrage der Eltern anpasst, wird es ausreichend Kita Plätze geben – quantitativ und qualitativ. Die knapp 100 Kitas in freier Trägerschaft in Potsdam haben bewiesen, dass sie Betreuungsangebote zur Verfügung stellen können, man muss sie nur machen lassen“, so Yon.

Darüber hinaus fordert die FDP Potsdam den Oberbürgermeister auf, endlich eine Kita Qualitäts- und Zufriedenheitsanalyse durchzuführen. Denn viel interessanter als die Anzahl der Kita Plätze ist die Frage, ob die Eltern auch mit den Angeboten zufrieden sind. Bei dieser Studie müssen auch Kriterien wie die Nähe zum Wohnort, die Öffnungszeiten und der Zustand der Gebäude einfließen. Auch der Bürokratieaufwand und die damit verbundenen Kosten, die den freien Trägern auferlegt werden, sind dabei zu analysieren.
