Nach der neuen Satzung zahlen die Eltern nur noch 1 Euro pro Essen, wenn sie Anspruch auf Sozialleistungen haben. Das Antragserfordernis entfällt, es reicht die schriftliche Erklärung der Eltern, das vergünstigte Schulessen für ihre Schulkinder in Anspruch nehmen zu wollen und die Vorlage des Leistungsbescheides im Sekretariat der Schule. Die Schulen, die PAGA und die Caterer wurden vor den Ferien entsprechend informiert. Die Formulare für die Erklärung sind seitdem in den Schulen, bei der PAGA und im Sozialamt erhältlich.
Die Schulen hatten den Eltern die Ferien- Öffnungszeiten mitgeteilt, so dass schon in den Ferien Anträge entgegengenommen wurden. Bisher haben die Schulen knapp 100 bedürftige Schülerinnen und Schüler gemeldet, die zum Beginn des neuen Schuljahres 2008/2009 das bezuschusste Mittagessen an den Schulen bzw. in den Horteinrichtungen in Anspruch nehmen möchten.
In der Vorbereitungswoche ab dem 25. August besteht wieder die Möglichkeit, im Sekretariat der jeweiligen Schule die Erklärung abzugeben.
Die Landeshauptstadt Potsdam übernimmt die Zahlung an den Caterer, die Vorkasse entfällt. Den Eltern wird der Eigenanteil nachträglich monatlich in Rechnung gestellt. Das gilt auch, wenn das Mittagessen an den Schultagen im Hort eingenommen wird.
Erstmals hat die Schule nach der neuen Satzung auch die Möglichkeit, in besonderen Härtefällen für einen Übergangszeitraum die Gewährung von kostenlosem Schulessen zu empfehlen.
Die Neuregelung wird durch ein Monitoring begleitet. Deshalb werden alle Eltern gebeten, auch wenn ihre Kinder nicht in der Schule oder im Hort essen sollen, das Erklärungsformular auszufüllen. Zur Zeit erarbeitet der AWO Bezirksverband Potsdam e. V. un die Stiftung Sozialpädagogisches Institut Berlin (SPI) ein Konzept für das Monitoring.
Bisher haben von den 49 allgemein bildenden Schulen in der Landeshauptstadt Potsdam erst 24 Schulen eine Meldung abgegeben. Die Verwaltung geht davon aus, dass sich die Anzahl der betroffenen Schülerinnen und Schüler nach den Ferien noch deutlich erhöht.
